Dear Mr. President:
The CIA has made a mockery out of our constitution.
Ourrepresentatives have no idea what we in the
Military have doneand are still doing, since the CIA
decided that "they do not havea need to know."
Thus, we in JMP request you, the sPresident, toissue
an Executive Order, making it mandatory for all of
us inthe Military and Government, both active and
retired, who haveknowledge regarding UFO's, to
testify with total immunity beforea special
congressional committee. The CIA can not
object,because officially :UFO's do not exits."
The UFO cover-up is not in our national security
interest. It should be stopped, because it hurts
military morale. Ourgroup, Justice for Military
Personnel (JMP), consists of retiredmilitary
personnel who were affected by, or involved in
differentcapacities with the UFO cover-up. Under
orders of the CIA, inthe "interest of national
security," we took part in intentionally misleading
the nation, manipulating the press, thecourts and
most politicians.
Introduction :
The CIA UFO cover-up, is being perpetrated against
theAmerican people and not our potential enemies.
The RUssians havea whole town exclusively for UFO
research. The CIA insists thatthe UFO cover-up must
be kept at all costs, otherwise themilitary will be
ineffective. The CIA correctly maintains,
thatmilitary personnel will disobey orders when
confronted by UFO's. For example, during the Vietnam
War, pilots refused orders to flynight missions
against UFO's. Since fatal accident, UFOrelated.,
are relatively rare (with the exception of th
VietnamWar), the CIA prefers to maintain the
cover-up.
NASA, CIA, RAND and AFOSI associates, have informed
us that UFO's have may origins. Some obviously
representscivilizations, thousands of years more
advanced than we are. Almost everything about them,
their motives and operations arestrange and
incomprehensible to us. There is little we can do
toprotect ourselves from them. The Air Force is
totally helplessto handle the situation, because of
UFO's incredible flightperformance. The CIA and
Pentagon are bewildered by UFOs'apparent ability to
jam all our ground and air electronicequipment, or
instantaneously disable all our weapons
controlsystems.
The CIA has decided to try to understand and
duplicateUFO propulsion systems at all cost. This
means that pilot liveshave been sacrificed in UFO
chases to get "UFO Samples" forresearch, therefore
'Ignorance is Bliss'.
RAND maintains that the CIA is gambling that a
majorcatastrophe, such as the July, 1952, mass UFO
appearance overWashington, D.C., and the White
House, will not happen again, sothat no
"explanations" will be needed. NORAD, along with
many ofus inn the armed forces, bitterly oppose
perpetuation of thiscover-up: pointing to the
public panic potential of the 1952disaster. We in
the JMP feel that too many military
personnelsuffered or died as a result of not being
informed about UFO's. It is time to tell our armed
forces the truth. It is unconscionable to
continue to use military personnel as guineapigs.
Slowly :"educated" most journalists that hey can
only berewarded, bey abandoning any sense of
journalistic ethics when itcomes to reporting about
UFO's.
One of the most audaciously deceptive acts by the
CIAinvolved President Carter (who himself had
sighted a UFO), whenhe requested NASA to look into
the possibility of UFO research. Until that moment,
all of who were involved with the UFOscover-up,
assumed that the President was informed by the
CIAabout UFO's the moment he entered office and that
he was aware ofthe huge sum of money invested in UFO
research since 1951 untilthat moment, it was
inconceivable to us that the President of theUnited
States would be kept totally uninformed by the CIA.
At that time, NASA'S scientific team concluded that
the UFOcover should end because the public already
knew that mostastronauts in space photographed
UFO'S, or had been followed byUFO'S and that the
astronauts were forced by regulation to lie tothe
press. Shortly before NASA release of the news to
the press, the CIA insisted on continuing maintain
the cover-up and pressured NASA to lie to the
public. NASA therefore released astatement dictated
by the CIA, contradictory to their ownscientists
conclusions. Victor Marchetti (former
ExecutiveAssistant to the Deputy Director of the
CIA), openly maintainsthat President Carter probably
was forced to participate in theCIA's UFO cover-up.
Most of the preposterous "explanations" of UFO's
wereoriginated at the CIA's debunking headquarters,
and disseminatedto the public mostly through the Air
Forces, FAA, FBI, CIA, NASA,NORAD or Pentagon
spokesmen. These shocking, mind
boggling"explanations" (swamp gas, stars, etc.),
released usually afterlong delays, often constituted
an insult to American publicintelligence, instead of
an explanation. Though these"explanations" often
were not logical, scientific, or factual atall, they
were eagerly accepted by the press, was revealed
of"another" UFO story." There were often sharp
contradictionsbetween the "explanations" and the
pilots and radar controllers'statements, which
rarely seemed to bother the press, who claim tobe
Government watch dogs.
Scientific community in default.
Project `Blue Book', the `Condon Report' and many
notablescientist are part of the CIA's cover-up.
The `Condon Report' isa scientific which was
immediately exposed as a fraud by the lateProfessor
James MacDonald (world's foremost, non CIA,
authorityon UFO's). The 'Condon Report' has been
heavily criticized eversince by all other competent
scientists (who do not work for the CIA), who
actually examined the report in depth. Incredible
asit seems, many in the scientific community still
have not, andstill regard the 'Condon Report' as an
impartial scientificstudy. This attitude is a
source of much amusement and selfsatisfaction in the
intelligence community. This manipulation
ofAmerican public opinion and the advanced mind
control techniquesemployed by the CIA, were
described by one Air Force doctor as:"Psychiatric
Fascism contradictory to any democraticprinciples."
Now more than ever, due to our highly
sophisticatedsdetection systems UFO's are being
detected frequently over ourbases and missile silos,
they have tampered with our nuclearmissiles. They
are being photographed visually and/or on
radaracross the USA and Canada almost daily. World
wide intelligencereports indicate very similar
sightings. Many of us objectedlong ago to this
senseless UFO cover-up, because it led to
themonumental loss of scientific data. But we could
not doanything, because the CIA controls all our
military intelligenceagencies and the overwhelming
influence over many Governmentagencies.
Conclusions
FBI associates defined the UFO cover-up as the
biggest crimeperpetrated against our people. The
CIA, in the name of"National Security Interest", has
flagrantly violated the letterand spirit of the
law. Crimes were committed under CIA pressure
Forty years ago, the cover-up was confined to a
very few individuals within the Military and
Government. Today, manythousands are effected or
involved. The deceitful CIA policy isbreeding
resentment in the services, for we were ordered to
actillegally, against our fellow military personnel
and our nation. Our JMP group has many military
personnel and others who arewaiting to testify. The
following are a few examples ofdeceptive activities
we carried out while on active duty:
1. We intentionally ordered pilots to shoot at
UFO's, withthe hope of acquiring a UFO for research
purposes. Theseresulted sometimes in instant
explosions and death to the pilotsor instantaneous
"disappearances" of pilot and plane. The
UFOs'occupants seem to be monitoring al of our
pilot's actions. Weanalyzed hundreds of UFO gun
camera films and it seems the someUFO's are remote
controlled.
2. We have strictly silenced military pilots who
reportedUFO's. We do not allow our pilots to
discuss UFO chases even,among themselves.
3. We interrogated, intimidated and harassed
militarypersonnel who saw UFO's, to "convince" them
(excluding pilots andastronauts), that they "did not
see" what they saw; frightenedthem with the prospect
of long prison sentences if they toldanyone what
they saw; transferred them alone to bases around
theworld, where, even if they were to talk, nobody
would believethem; forced some of them into mental
institutions; jailed them;destroyed their military
careers; did everything possible tointimidate UFO
witnesses by fear into self doubt and silence.
4. We distributed fraudulent information, through
Military and Government spokesmen or scientists, to
debunk all public UFOsightings.
5. We forced the FAA, NASA, and other Government
agenciesto conform to CIA UFO policies.
6. We violated the Freedom of Information Act by
hidingdocuments.
7. We smeared commercial pilots who publicly
reported UFO'sand forced their companies to silence
them
8. We did not confirm when civilian planes around
the worldall temporarily lost control or completely
disappeared when UFOswere present.
9. We slandered ruthlessly some of our most
outstanding andcompetent citizens, who dared to
report UFO sightings, while weknew all along that
they were telling the truth, as we trackedthe UFOs
on radar.
10. We silenced Congressmen and Senators who
requested UFOinformation for their constituents.
These representatives arenow silent partners in this
cover-up and are consequentlydirectly responsible
for all the crime we committed.
Press in default:
The national UFO debunking campaign ordered by the
CIA in1952 published books and planted hundreds of
articles in thepress, to crete an atmosphere of
ridicule around the subject ofUFOs, falsely creating
"contacts" and "UFO" hoaxes. Thiscampaign which is
still in effect today infiltrated majorcivilian UFO
groups, to ridicule them or divert their
effortstowards "other explanations". This UFO
cover-up has been successful beyond CIA's highest
expectations, due primarily tothe civilian
manipulation of the press by the CIA via theridicule
strategy. The Establishment Press, afraid of
beingridiculed, proved to be guilty beyond belief to
"officialstatements."
The press, for example, in attempting to divorce
itselfcompletely from UFO data, did not question why
the CIA refused togive UFO information to the the
Senator Barry Goldwater who atthe time was chairman
of the Senate Intelligence Committee.
Senator Goldwater (who has been awarded the
cover-up), does nothave a high enough security
clearance to get information. Thenwho in our
Government does? The press failed to ask UFOs "do
notexist", why did the CIA tell Senator Goldwater
that UFO's areclassified "above top secret" and
"above any other secret in theUSA." The CIA
debunking campaign, using some of the best brainsin
this country. The Uniform Code of Military Justice
ÃÃdoes notÄÄoffer our soldiers protection
regarding this cover-up. As JMPmembers, we are torn
between our desire to maintain the militaryoath of
secrecy and our sense of ethics as responsible
loyalcitizens of this great nation. Yet we are not
dedicated topreventing the UFO cover-up from
continuing in this free nation. When our country
requests us in the military to give up our livesfor
this land, the least the Government can do is tell
us againstwhom we are fighting and why. We have the
right to know.
JMP civil responsibility
:
Lack of competent news reporting on this issue, has
led tothe creation of JMP. We feel it is our
responsibility to speak up for our citizens who are
still on active military duty. ARAND study
indicates that, barring unforeseen circumstances,
theCIA may continue the cover-up and have prepared a
program thatmay effectively disintegrate the UFO
cover-up. NASA associatecommented to us: "... once
the nation will learn that magnitudeot he UFO
cover-up, it may lead to a sense of awakening
andoutrage which could lead to civil disobedience
acts that willmake the Boston Tea Party pale by
comparison, and may lead to thedownfall of the CIA."
The CIA's collapse is not our intentions because the
CIA isimportant for national defense. There is a
need to preservewhatever integrity of the CIA may
still have in the Americanpublic's eyes. The issue
of this CIA's UFO cover-up mustend. It is a
'Time-Bomb' which can't be disarmed. This'Time-Bomb'
according to RAND, is gaining momentum and
mustexplode one day.
Let us expose it now and help save
additionalunnecessary lose of military lives.
This letter intentionally omits the most spectacular
eventsin the UFO cover-up. Members of JMP feel that
it will be moreappropriate that the president
himself, once informed by the CIA,will disclose
these events to the nation. We regret theanonymity
of this letter, but we have not other choice
becausethe CIA has a clear policy of eliminating any
undesirebles whomay expose the UFO cover-up. As
soon as the Executive Order isissued we will be the
first ot testify. Please reply via the'MUFON UFO
Journal'.
Mr. President, you have a unique opportunity in the
history of mankind. With the interest of national
security and unity inour heads we respectfully wait
for your actions.
